I assert that a horizontal wire of 10 cm length moved horizontally,
normal to its long axis in a vertical uniform magnetic filed experiences
a lengthwise electric field which does not curl.

Anything at all that moves in a (uniform) magnetic field with a nonzero
component of velocity perpendicular to that field experiences a uniform
(noncurly) electric field. What has the wire got to do with it? That is
a standard result of the relativistic transform, or, if you are left-
handed and the thing is charged, it constitutes the definition of the
magnetic induction B.
