He says his device will punch a hole in another dimension and send
the signal through the other dimension. He has witnesses - so he no doubt
has filed an affidavit to that effect. He thereby has won the right to
exclude anybody else from practicing his invention in the US.
It would be interesting to read the file history, if anybody wants

The latest fringe science buzz: somebody finally built the very first
"weird science" project that I put on my website in early 1994. This is
the infamous "gravity-emitting capacitor". This anonymous person claims
that it WORKS, and lifts 5x more than its 1KG mass. I'm being
intentionally gullible and starting construction ("provisional belief" is
required in order replicate any experiment in an unbiased fashion, even
the conventional ones.) The less trusting fringe-sci hobbyists are
waiting for April 1st to roll around, just in case there is a certain
announcement pending! :)

DANGER!!!!!!!! If anyone here is tempted to build a tinfoil spacewarp
generator, note that the capacitance works out to be about 1/2 microfarad.
At a couple of thousand volts, such a capacitor is very nasty. Your first
mistake could be lethal. If you haven't already worked with
energy-storage capacitors, I'd suggest steering clear from this one.
