Modify the problem slightly. Wrap the long, straight wire around an
iron core. Now wrap the ring around the same core. If the conductance
of the ring, the shorted secondary of this transformer, is high you
will find it very difficult to change the current in the primary. The
only difference between these two problems is the degree of coupling,
the mutual inductance, which is much higher in the modified problem.
There is no conceptual difference between the problems. The modified
result is, perhaps, less surprising.
