Once the oil is scooped it can probably be sent to a refinery. I was
thinking about igniting the floating fuel on the surface of water.

According to French news, a flotilla of 8 specialized ship started
scooping the fuel today. Four spots (out of the total of about
100) were removed. Floating barriers were set up to protect the
port of Rochelle. The wind started pushing the oil away from the
shore; they hope it will continue to blow this way tomorrow.

They also showed pictures from a research center CEDRE (in
Brest) which specializes in oil spills. Burning of floating layers
is probably not possible for some reason.
