Yes, having the charge layers (at least one) move is part of the simple
model. The external q v X B on the moving charges moves the system, and
the difficulty is producing a force that will bring the lattice along.
Producing a force on the lattice is complicated, and all simple models
that I am aware of break down remarkably quickly.
