No idea what 'activated' is/means; might mean a catalyst is added to
expedite one or more of the redox reactions H2O2 undergoes. But there are
lots of peroxides, salts and other compounds, some of which release H2O2
in water. Na2O2 to name one. Since it is not a food, they may not be
required to say specifically what's in it.
