I believe I understand Leigh's first problem well enough to realise
that my suggestion can only be a palliative - but here it is.

I think he is stuck with the scanner's scan time - but his folks
should select the lowest feasible resolution - around 72 bits/inch
would be good to try. This does indeed lead to a very bulky image
file still, so the next step ought to be to compress it.
And the .jpg compression can have startling ratios, depending on
the software package.

I have used EZ-Viewer II available as shareware, and saving a jpg
or any other image as a jpg will likely shrink 1/2 meg files to
20 kbytes or less.
The jpg compression does best with photographic style images,
and worst with line art, so your mileage may vary.
