I think the quarrel is with the final statement: "The EPA says it's trying
to figure out whether the project will increase pollution from coal-fired
generators, since it would consume energy faster than it produces it."
This last phrase can be said of any energy transformation device with less
than 100% efficiency.

(A nit picker might add that the statement is untrue because energy is
conserved and the project produces the apparent difference in "heat
energy" - "useful energy" is perhaps implied.)
