tell me if you consider a jet engine as a reaction engine?...

Michael's question reminds me that it is quite usual to rate
a pure jet by nominal thrust, but a prop engine is usually rated
by nominal horsepower.

The former engine has the interesting property of showing
increasing horsepower with airspeed.
The latter engine has the interesting property of showing
decreasing thrust with airspeed.
