I suggest you publicly tell the administration that at basic levels
physics is only learned in a way that something is retained through
laboratory work. And not always then. There is an abundance of research
on this (See Arnold Arons 1990 for a bunch of references, or lots of
folks on this board can give you lots more). Your administration should
eb made aware of this.
Try to put some of your short periods together into laboratory time
without increasing the total.
