Yes, a somewhat similar problem. The electron does not see any changes
in the intensity of the field.

That is the E-field lines form a loop around the x axis.  From what
I can figure, the electron does not respond to this field, but I am not
sure.

If the electron was at the axis of your rotating magnet, any forces would
be symmetrical and sum to zero, no? But if the electron was off-axis,
would the rotation of the magnet affect it?
