Without firm statistics, let me suggest that it is attrition at the
middle--teachers with a few to many years of experience leaving the
profession. The causes? Frustration is probably a big one--too many
students with anti-learning attitudes and parents who are unsupportive to
the schools and their children, a legal system than ties the hands of both
teachers and administrators, governmental systems that burden the schools
with increasing difficult situations for teaching (such as 'inclusion' which
places gifted, normal, emotionally handicapped, and mentally handicapped in
the same class rooms). Low pay relative to other 'professions' may also
contribute to the attrition, but I doubt it is a major factor.

If more teachers enter the profession than retire, the average
age declines, and vice versa.
If however, the average age is rising more than one year per year,
would anyone care to suggest how this could happen?
(Starting from no entry level teachers, normal retirement levels...)
