Is there any nondestructive way of distinguishing a macroscopically neutral

Wouldn't the "space charge" sphere become slightly distorted if it was
exposed to a uniform e-field? Or would the distortion be the same as the
distortion of a dielectric sphere in a uniform e-field?

If exposed to intense AC electric or magnetic fields, the "space charge"
sphere might exhibit mechanical vibrations as the internal charges tried
to respond. It would probably make a different sound than a neutral
dielectric sphere.
