of mathematics being a lost art.

The story in question is indeed by Isaac Asimov, and is entitled "The
Feeling of Power." It originally appeared in IF magazine for February 1958.
The story should be available in one of Asimov's many anthologies --- to
track it down, I suggest contacting a knowledgeable science fiction
specialist. One store I can recommend is Mysterious Galaxy
(http://www.mystgalaxy.com/).
