Hmm, I hadn't tried to find the title since I doubt it was the story in
question. However, now that the question is raised, I went through my
books. The title is "The Feeling of Power," and it was first published
in "If" magazine, February 1958. I found it in a compilation called
"Nine Tomorrows."

The incident I like most is when the technician who invented
multiplication says

" 'Now seven times three is twenty-one.'
" 'And how do you know that,' asked the Congressman.
" 'I just remember it. It's always twenty-one on the computer. I've
checked it any number of times.'
" 'That doesn't mean it always will be, though, does it?" said the
congressman."

Can't remember the title, but it's one of Asimov's earlier stories, just
as you describe. Part of the story (at least) is in his anthology titled
"Opus 100". I recently gave the book away, along with many others, so I
can't readily check it for the title.
