A step of say 25 cm., ramping up along perhaps a meter of road surface
and extending for 3 or 4 meters would be a more formidable speed deterrent.

Here in Eugene, OR, the city has installed speed bumps, which nearly match
the above description, on a few select roads in residential areas. As you
approach them, they appear deceptively smooth. The "jolt" you experience,
however, is one you don't quickly forget. Their effectiveness is reduced
when you realize they inflict less damage to your suspension and alignment
than speed bumps with the same change in height, but narrower base. Perhaps
they should just lay a line of brick across the street. That would really
slow people down!
