Yes. When comparing creation times of geographically dispersed posts,
I compute GMT thus:
Paul wrote at 10:05 + 06:00 = 4:05 GMT,
asking the meaning of
09:39 (Central Std Time) + 6 hours offset to GMT

For me, this represents 15:39 GMT (Zulu)

At this time -5 would imply EST
 and -8 would represent PST
