It is not difficult to conceive of an effective speed bump.
It involves placing a displacement of greater amplitude than the average
suspension travel in the path of the motorist.

A step of say 25 cm., ramping up along perhaps a meter of road surface
and extending for 3 or 4 meters would be a more formidable speed deterrent.
