duplicating the mistake made by the great unwashed at the turn of the last century
are urging us to celebrate the turn of the millennium a year late.

Certainly. But Hour 1 begins at zero and ends at one o'clock.
The first metre on my tape measure begins at zero and ends at 1.000.

The Twentieth Century consisted mostly of years numbered 19xx.
It seems inconsistent for the First year not to start at and advance from
Date Zero.

Of course I don't expect anyone to change any official system just to make
sense to me.
