Once Rutherford's experiment (1911) established the positively charged
nucleus and its very small size, it was immediately clear that no known
force could hold the nucleus together against the very strong
electrostatic repulsion.

If the strong force has a magnitude of 1, the E-M force goes roughly
with the fine structure constant (1/137).
