Why would you suggest this instead of creating a linux partition on
the more modern computer that is already taking up space in most of
our offices?


That would be a solution for some people, I have a machine in my lab
(not in my office) that I set up as a linux machine.

For new people it makes it slightly more complex (duel booting).

On an old computer you just transfer the stuff you need to another
computer perminately and you needn't worry about backing up your hard
disk (just in case).

It also extends the life of older machine rather than dumping it
(administrators smile at that kind of behavior, at least mine did).

OTOH, if you have a brand new machine and you have no programs to save
or protect, setting up a linux partition makes for one great little
machine.
