The kinetic energy is -(1/2)P.E. and thus the total energy = (1/2)P.E.
by the virial theorem.
The slowing down will have to occur the whole time the rocket is acting
to lif the sattelite orbit. THe condition for stability of the orbit
requires that the rise in P.E. is more than the work done by the outside
force. THe difference comes at the expense of the K.E.
