Not in the same sense as a metal. Vacuum also "conducts" charged particles
when an electric field, E, is applied. Electrons do not escape from metal

An electric current is a directed movement of electric charge.
Charge carriers comprise electrons and ions in normal contexts,
though other charged entities may carry on the same function
( protons, muons, positrons etc.)
Mobile charge carriers can exist in evacuated spaces, plasmas,
gases, liquids and solids.
