I always found a stronger correlation with a change in the weather.
Constantly bad weather or consistantly good weather had little effect. But,
if the weather changed--look out. These were effects that I observed when I
taught at the high school level many, many years ago. I still observe these
changes at the college level but they are much less pronounced.

As for changes due to phases of the moon--NO.

There have been numerous informal reports of accident rate correlation
with moon-phase, by nurses in casualty/ER and police and transport
departments. The one or two serious studies investigating this relation
have not found very strong evidence as far as I recall.
