Having the Earth spin on its axis is NOT needed to get two bulges. Having
the Earth-Moon System rotate about the common center of mass IS necessary
to get two bulges.

Sorry, the common rotation (revolution would be the more correct term in
astronomical context) is only necessary to keep the Earth and Moon in the
proper configuration. The contribution of centrifugal force to the bulges
themselves is very small. The "egg-shapedness" of the equipotential makes
the two bulges.
