Haven't you guys mis-identified the consumer? With public education,
it's the taxpayer who pays and is entitled to an accounting the way
his/her tax money is spent.

I believe that this quip is, in fact, intended to poke fun at the idea that
the student is a 'consumer.'

However, I would have to say that just because the taxpayers supply the
money, that doesn't make them consumers. In fact, that they are entitled
to an explanation of expenditures points this up: normal consumers spend
their own money, and no explanation is necessary.
