	Responsibility may cut both ways. Does the teacher's responsibility
end with objectives and lectures on every topic in the book? Is a teacher
responsible, to any degree, for whether students learn any Physics? Is
the teacher not only responsible for covering the material but also 
covering it in an effective way?
	No doubt that the student is a limiting reagent. We are teaching
those who have never been taught before. Should Physics be part of what this
population learns? (A population not in college 30 years ago.)
