I believe that the effect of the forward leaning or backward leaning
wheels in old pictures of moving cars was due to the type of shutters in
the cameras they used. The camera consisted of a slit in a curtain that
moved across just in front of the film. Because it took some time for
the slit to cross the film, part of the picture was exposed before other
parts. If the slit moved vertically downwards, the bottom of the wheels
would be photographed before the top, during which time the vehicle
moved forward, producing the effect mentioned.
